The base form for Kamen Rider Shifter!
When Jeager and the exodus fleet first came to earth, the first thing Jeager did was try to create a countermeasure in the event the Primordial Star Beast Empire ever returned. While he did consider creating a special defense force with the government of earth he needed to consider the event of fighting any high ranking nobles. A regular soldier could handle the rank and file fine enough but they were another matter entirely.
Thus came the invention of the Special Combat Agent, Kamen Rider Shift. This base form emphasizes a well rounded form on offensive, defensive and special moves. Though not anything very special, this rounded combative ability makes the standard Shift Form a threat to most threats.

[SHIFT! OVERDRIVE... FIIIIIIINISH!!!]
When activating the finishing move, Jeagers suit fires off three binding rings of hard light energy that binds the enemy target in place. Then jumping 50 meters into the air, his suit channels explosive energy with several megatons of force that transfers into the target with a single kick. With the rings containing the explosion to an extent to prevent widespread damage.
