Funny, one of my characters is based on that very idea ! A Spec Ops guy who specializes in infiltration and espionage, so he got to keep his tail because it makes it easier for him to blend in among non-NFTA forces.
I used the cheat menu at the start of the game to make him neutral with the Freelancers and the Revolution; playing a "double agent" kind of character is actually really fun and makes a NFTA-aligned playthrough more interesting.
