While the Lustrous Union has large numbers and is well-known throughout the land with their presence found in almost every major city, they are paradoxically still an engima lovingly wrapped in a riddle. Their regular troops and staff march almost quietly through the streets at day to either purchase goods or to head to another location in the presence of a sternly boot-stomping commanding officer, sometimes relaxing and sipping a beer or other drinks... all while their hooded masks and thick rubbery uniforms obscure who these people truly are.
But even among these mysterious vigilantes, there stood an even bigger mystery among them: the so-called spy of the Union, he is rumored to be, a hulking wolf clad in a dark uniform of the Union and a large hood draping over his gas mask covered face. Not many have seen him, but those who do tell of many accounts of the canid figure - one day he can be seen standing in a street corner, silently crossing his arms, only to disappear after a quick glance away. The other time he can be seen handing over a small scroll to another cloaked figure in the Union's uniform, perhaps his direct superior among the Union's ranks. And another time... a gang of brigands can be found beaten to a pulp on a quiet street, while a black cloak billows in the distance.
Whoever he is - or whatever his objective is, the wolf is spoken in hushed tones in various settlements across the region... and especially in brigands' hideouts.
