This Umbreon and his little brother Espeon are from some comic called Pokémon - Big Brother and Me (Doujinshi), these species are from Nintendo's Pokemon and this screenshot's taken from Valve's Garry's Mod.

Espeon is trying to use Psychic to rescue his big brother, Umbreon, from drowning and yells "COME ON, BIG BROTHER! YOU CAN DO IT!" Too bad his move is useless for any Dark types like him. Such brotherhood is indeed strong.
