Maybe that's Fang's goal. It keeps a good supply of merchandise while at the same time making sure employees don't stay there long enough to become so bold as to start playing with the pets after hours.

Fang gives all his employees a fair chance. He doesn't need to sack his employees regularly since he has his own steady supply of merchandise. The contract is simply just to make sure that nobody applys for the job if they aren't serious about it.
