The characters are not from (Ctrl+Alt+Del) but created inspired alteration as parody to media make bootleg version of pop culture referance to other IPs.

When stumble this meme, i wanted to make myown but a new idea come up by changing the enviroment. I changed the enviroment into police themed instead of hospital. There's no miscarraged but something else that's up to your interpretation, along it's not offensive.
