Very much related, actually. :3 (Not to be confused with locusts, crickets and grasshoppers though, which are a different order entirely, being in Orthoptera!)
Leafhoppers and cicadas both belong to the infraorder Cicadomorpha, which is within the order Hemiptera aka true bugs. :D So yeah, they're related, explaining the similarities in body structure~
