Vogrimmar is Penny's maternal uncle. Born to the same parents as his two older siblings, he never knew he had an extended family since Vanarella and Varana had been exiled long before. Fortunately for him, said parents perished shortly thereafter, allowing him to live his own life without their dire influence. He became a "dragon noble" in an otherwise human-centric kingdom, assisted by the Bluerose Clan of kobolds. While decadent and refined, Vo has always advocated for worker's rights and better equity across the board. When his siblings rediscovered him and brought him to Overland, he adjusted extremely quickly, and eventually married Virginia Frost's brother Hershel, thus becoming the third out of three siblings to marry big cats :3
