The War Activities Committee Motion Picture Industry was an organisation started in America at the beginning of World War 2 for the purposes of producing and distributing propaganda films. This medal was given to a member of the organisation for his or her efforts in funding the production or distribution of films, such as "Salvage", 1942, through War Bonds, which were originally named Victory Bonds, and from 1945, Victory Loans. It says; Obverse: VICTORY LOAN ☆ Motion Picture Industry ☆ War Activities Committee New York Area Reverse: In Grateful Appreciation Of Your Patriotic Service 1940-1945

Yes, propaganda films were being produced prior to America's involvement. Anti-German films were being made before America was even a belligerent, despite this, the world's fair of 1939-1940 had several celebrations of Germany, featuring the hakenkreuz, within New York.
