Togepi and the female Houndoom are from Nintendo's Pokemon and this screenshot's taken from Valve's Garry's Mod.

The Mighty Houndoom always indeed have such a motherly spirit and heart that she would enjoy spending time with kids during her day off as a rescuer, including this Togepi, who wishes to check out around the deep water. She grated it by drifting herself on the surface and allows it to jump up on her Mighty Belly for a ride around it. She's glad to see the very happy smile on it's face.
