We're sorta going back to the Team Rocket anthro projects from 2023 (https://www.furaffinity.net/view/53270641/) today; Historian wanted a classy Delphox in charge of a revived Team Flare, and as one of 5 people who actually likes that team, I saw no reason not to try out a new format to go with the Flare subject.
In-story, the team disseminated into several disparate factions after XY's plot all vying for power, until a rich politician and his socialite wife would strong-arm these groups all under their leadership, intent on taking control of the Kalosian government as well as the economy. Their goal to 'beautify' the region has been refined too, using Capture Corp's Hypno-Ball technology (seen here: https://www.furaffinity.net/view/52935136/)to fuse humans with Pokemon in the belief that doing so will make for superior kinds of beings. Celine stands as a model of that superior beauty, having merged with her husband's loyal Delphox to become a charismatic 'queen' for the new Team Flare.
Despite her Gentle nature, she's every bit as capable of a leader as her dear husband- with the Monsieur often busy in political office, she makes sure all their servants know their place & stay in line, while her husband makes the bigger speeches & movements for Team Flare. She's not one to like getting her hands dirty, but if there are resistors to root out, her charming smoke will enchant them into knowing their place too...
