The spider assassin is slain with the Water Elemental Councilor Lord Tagus's deadly raindrops. Some of these raindrops hit on Zak as well, sending him to panic. It turns out though that he's unharmed, as the raindrops magically harmed only the assassin. Everything seems to be fine now, but then the poison bombs the spider dropped upon dying go off, spewing poisonous gas!
And yes, Zak's lines about being melted are a reference to Wizard of Oz. XD

Councilor Tagus' assertion is yet another aspect of the waterbending power directly based on The JOJOLands. In Chapter 2 of that manga, Jodio is arrested by the DEA who takes in a plastic baggie of drugs as evidence. Before the officer can return to her car, however, Jodio activates November Rain and causes a drizzle, which lands on everyone harmlessly but destroys the bag. The manga literally shows the raindrops clinging to and rolling off her fingers, and the instant it hits the bag, it drills through as if its weight increased by several orders of magnitude. In an earlier suggestion about how this scene progressed, Zak remained unharmed, but only because the raindrops dissipated upon hitting him, basically transferring their entire momentum to his body and knocking him down by the impact.
As for the name, Doreador's Councilors are named after important geographical features in Spain (the original inspiration and basis of Doreador). Tagus is named after the Tagus River that flows past Madrid in Spain and Lisbon in Portugal.
The other two are named Santana and Nevada; Santana is based on and is a shortening of the name of the "Santa Ana" winds, while Nevada arises from the Sierra Nevada mountain range in Southern Spain, which hosts Mulhacén, the highest point in continental Spain at 3,479 metres (11,414 ft) above sea level.
