She's scared of him because she knows what he is. If you look up Mirage from the Aladdin cartoon, despite her own power as an evil goddess, she's scared AF of the god of chaos. If you knew a chaotic god-like being that could change anything about your or your life with just a thought, you wouldn't want to provoke them.

More like semi-omnipotent. He cows to more powerful beings. And somehow ends up indebted to mortals from time to time. But other times he helps people purely for his own amusement. And is often quite up front about it. He also has a strong hated for ghost busters/hunters, as ghost hunting technology or magic like that can capture him for a period of time, and he hates it. But he'll always get out after a while.
