Inspiration: The Mask movie when the titular character spins to his matador form, uses his red cape to dodge the bullet and yells "OLA!" (https://www.youtube.com/watch?v=EZi3PhRQw00)
Wario threw the red shell to perfectly shoot Mario, so that he can win the race. However, much to his surprise, he brought out his red cape and made it miss him. Quite clever and sneaky, if you ask me.
