For the uninitiated:
Scootabuse: A nasty meme depicting Scootaloo as the victim of abuse, usually at the hooves of Rainbow Dash.
Scootalove: A warmhearted antidote to Scootabuse.
Scootachicken: Depicting Scootaloo as a chicken, goofing on the bit from "The Stare Master" where Apple Bloom obliquely calls Scootaloo a chicken.

Yeah, I do the same thing with Alien 3 and Alien 4. Seriously, if I were filthy rich, I would fund Alien 5 out of my own pocket for the sole purpose of making it canon that those two movies were nightmares that Ripley had in hypersleep. I wouldn't care how bad the rest of the script was, though obviously I'd prefer to make a decent movie. :)
There's a computer game called Pandemic where you play as a virus and try to infect the whole world. One of the main obstacles in the game is that governments might restrict travel to and from their countries, which makes it harder for you to infect them.
Madagascar is especially infamous for doing this. At the first sign of infection anywhere, they tend to shut down every form of travel to and from the island, making it incredibly hard to infect them and complete the game.
The joke is a reference to a comic based on the game, where the president of Madagascar is informed that a man in Brazil is coughing, and he responds by ordering them to "SHUT. DOWN. EVERYTHING."
