Even though Holly acts badly at the start of the book, I can't help but forgive him due to his actions later in the book. He becomes a loyal member of Watership Down, while not trying to regain any of his past power. You don't see any indication at all of him trying to undermine Hazel as leader or Bigwig as captain of owsla.
