For the same reason we wear clothing much of the time -- to impress. We like to show what we can afford, or that we know the fashion, or that we're a General or Judge or something...
The rest of the time we have issues with weather, a need for pockets, a certain amount of support in strategic areas of anatomy.

I like Centaurs. I have one by Dustmeat [url=http://www.furaffinity.net/view/3475467/]here[/] It's my wife as a Centaur incidentally, a good likeness.
I don't consider that the Human looking bits are any differently robust than the Horse looking bits. Alter all the Centaur is not a Frankenstein's monster sewn up out of various parts. It is a whole creature unto itself. I consider that the Human looking bits are as robust as the Horse looking bits, or the Horse looking bits are as vulnerable as the Human looking bits. I prefer robust.
Modesty on other other hand, if Human edition, is leaving bare all the private parts. So I don't consider they have modesty of the human kind*. Ergo Centaurs dress for style or protection. In either case they do not ignore the majority of their body in the process. It would rather be like you or I putting on a hat and scarf and sauntering otherwise naked into the blizzard.

Still, their torso are (mostly) hairless. It's just like how many people, myself included, are perfectly comfortable without a hat until it's quite cold, but I want a jacket for my torso if it's even slightly cool. Hair protects the human head; fur protects the centaur body. Now, a centaur that body clips--and I could see where that might be practical in some occupations--might want a blanket, but if that body fur is like horse fur, their problem is probably overheating, not cold. (Assuming it's like the average horse's fur, and not say, like an Akhal Teke or a Kisber Felver, horses who have naturally thin coats that grow very little winter coat and may need extra protection in the winter.)
And centaur bits are radically different from human bits. Boy bits are sheathed--they have their own warm protective casing, and the tail would protect both girl bits and dangly boy bits.
Now a female centaur with mare bits...not my thing but I've seen it drawn...might want to cover those, particularly if they were in use. I've have seen mares get chapped there in cold weather. Ouchie. o.O

Same reason your lips chap, wet and cold. Where are you going to get a bra for a horse? Worse if she has a foal at side in that weather she can't take it off to nurse. Break out the lanolin cream and apply well before turning her out.
In any case my Centaurs are in a warm climate. A rain cloak is all you really need. Are you going to cover the front third and leave the rest to get wet? Dressing the front third doesn't add up.
They are not physically modest. Dress to cover is not an issue. Dress for the weather (cover all of you, a Centaur cloak would be huge.) Dress for fashion, usually at parties and celebrations. Again more than the front third.
In the picture in question I think he looks unfinished. Long sleeves, waistcoat and tie, and nothing south of the transition. Dude, did you forget something?
I think a nice tailored back piece would finish off the outfit nicely. I'm seeing an item sort of like a dog coat in the same colors as the waistcoat. Worn for the fashion, not the modesty. Finish across the rump with a nice swallow tail look. A row of buttons for pretty down the back .A crupper strap would keep it from shifting. And bow in his tail. Then he would look well.

Speaking for myself pain is not my idea of fun, penis size aside. I'm rather protective of that bit of anatomy, a bit more so than others due to sensitivity. I envy other male critters their sheath. All men have great junk. Go ahead, ask them. Men are nowhere near as critical of their bodies as women, and frankly it is a shame women are raised to be that critical.
However the issues of body image are those of culture. I consider ours to be extremely ill in that regard. Centaur culture does not need inherit the neurosis of US society. I have my Centaurs as comfortable with themselves and possessing no prudish attitudes.
