Mermaid may be seen as a primitive creature with their minimal clothing and basic tools usage. But that's only possible in the frontier or village area where support from the empire is far from reach. The Lautan Empire is far more advanced than it seems. They have the biggest nuclear powered submarine and submerged battleship. Their basic front line soldier are all wearing the most advanced gear the land empire could ever have. Their rifle can shoot from water and break the surface to kill their enemy even though they are not made for that purposes. Their material is the most corrosive resistant ever to be created. The only weakness is they failed once they are out of water. To make a land worthy mermaid, they need to use land material in which they are researching now.

Here is Ruba trying out to be a soldier for a day. Male mermaid is not recommended to work a high risk job like soldier due to their reversed role in the society and they only made up about 1% of total population. Ruba is different as he is not a pure mermaid even though he looks like one. His past experience being a soldier before is still useful if he want to become one.
