All the embryos implanted into Luca were female. Females have proven to have a higher survival rate, they're less likely to be targeted by the virus. It seems the Apex has an affinity for testosterone. It also tends to masculinize the few female Wolves that do make it to adulthood.
The rate of women to men has drastically shifted in the world as a result, women by far outnumbering men at this point.
