The legion is given an "assistant" who turns out to be much more of a Political operative than student. When he is introduced to the Legion's leadership he immediately criticizes nearly everything about the legion and how it does its job. Promising / demanding changes to all aspects of the legion to bring it in line with policies being introduced through the Senate.
After the "introduction" most of the leadership below the Ligatose and his direct staff collect at the house Marcose and Zelda share to commiserate. When they are joined by the Ligatos informally who shares his concern that there are spies in the legion. As he leaves Zelda is given a bundle of letters to deliver discreetly.
