After The Event there was a mad scramble to find ways to survive with a sudden dirge of mass transport, since the railways were reopened, it became easier to move fuels around, but there are still a lot of places that returned to horse power and hand tools, partly due to the belief that it appeases the Wild, and partly because of it's reliability in the face of infrastructure failures. For a long while tooling was very course, but it didn't take long for equipment to be re-developed and distributed around the country.
The wildlife adapted too, buzzards are a familiar sight over mowing operations, eating the voles and shrews the activity flushes out, this is considered a good omen of approval.
Inspired by some work I've been doing recently, with a buzzard keeping me company, she was willing to get within about 10 feet of me, but would get nervous if I stopped moving the mower, so this video was about as good as I could get (volume warning for engine running) she shows up the moment you start cutting and just hangs out all day stuffing herself on small furry beasts, she's a lovely bird.

Yeah that's pretty much it, the details are... hazy, poorly understood and documented badly. And not really relevant to the 'modern' story now anyway, as they have their own stories and legends that explain it. In short, by the time people realised things were bad, nothing they could do could fix the coming calamity, and as it was, nature, or something so similar it was basically indistinguishable, wasn't ready to trust again so easily.
