(He's part of the SSTF, the Spectrum Security Task Force, which started off as lab security and has grown since- they deal primarily with non-human and shifter incidents, and use non-lethal force only; their goal is to make sure nobody gets hurt. Think animal control but with cooler technology. That's probably either a dart or net gun he's holding.)
