
The United Realms of Sunden (URS) is a coalition of states that form a representative government of legislative, executive, and judicial branches occupied by anthros and humans. Recent political scandals and power vacuums have sparked immense turmoil and upheaval in many Sunden cities that have driven the federal government to pursue a law enforcement program dubbed 'the macro law enforcement mission.' (MLEM) for short. Public outcry against MLEM condemns the program as turning the free nation into a police state, but due to the limited number of enforcers, the condemnation dissipated from the feasibility of a police state. One of the most prominent officers is Brina Mercer, a former police officer turned enforcer. She loves to crush the spirits of strikers, protestors, and convicts both literally and figuratively.
Regarding the armed forces of Sunden, the army has begun another round of macro-trials to fully utilize the nation's macro population to boost the fighting capability of Sunden divisions and revitalize military doctrine in preparation for future conflict.

MLEM is the best acronym.
URS seems to be caught in the trap of wanting to field wonder weapons as the solution to their problems without any consideration of strategic capability. A handful of giant cops aren't going to do much when your entire country is giving your ordinary police force problems! I have to imagine many of the dissidents actually started welcoming the MLEM program because if the government is wasting their resources on building a corps of giant enforcers, they aren't using them on things that would actually erode civil liberties.
When you say "macro population", it sounds like macros and their sizeshifting abilities are a genetic trait as opposed to a trained ability. It sounds like there are more than one way to acquire such abilities in this setting, which has some very interesting implications. If so, I hope to see more on how this works and if different nations focus on different methods based on local genetics, resources, culture, traditions, and doctrine.
That and military doctrine utilizing soldiers over 70 ft tall sounds like it would be interesting, especially in a dieselpunk setting.
