Delia here was the Head Priestess and Empire Wife, AKA the wife of Emperor Vaxkriss Serkosha. Both of them are now dead. While the emperor was killed by the players, they found Delia here dead along with her body guards when they arrived, though they never figured out who did it. It's a common practice for the emperor to take a priest or priestess as their spouse, and Delia's sewn shut left eye symbolizes her devotion to the emperor.
