17 of those are going to be released. The other is a resident who just teaches them.
Our current list of birds last time I was at work
Rehab: 17 Great Horned Owls, 1 Long Eared Owl, 1 Golden Eagle, 5 Mississippi Kites, 1 American Kestrel, 1 Turkey Vulture, One Ring-billed Gull (seagull); the list for rehab birds changes almost daily due to releasing healed birds and getting more injured ones in. My boss sent me a text that she released 3 of the Kites and got in a Red-tailed hawk and another Turkey Vulture.
Our permanent resident birds who are unreleasable due to multiple reasons are as follows. We use them for education or they are foster parents for young birds we get in.
Lurch and Izzy- Turkey vultures
Mel- Red-tailed Hawk
Ernest and Carlos - Swainson's Hawks
Pip and Luke- American Kestrels
Aggie and Guffy- Great Horned Owls
Babe, Aquila and Arapahoe- Golden Eagles
Liberty and Hali- Bald Eagles (Very old, retired education birds who we are letting live the rest of their lives as exhibit birds).
Jack- Common Raven
Arthur- Prairie Falcon
Mike and Milo- Mississippi Kites
Cleo and Elsa- Screech Owls

If we think they'd make a good candidate for education we place them (this is best with young birds), if we don't think they'll make a good education bird we sadly have to euthanize them.
All Eagles are sent to sanctuaries if they're unreleasable and can't be used for education though.
