The reason why he was here now in the skywing kingdom representing the the directors will in there absense. Whisper did not like the skywings. They were to war like and militaryistic for his liking as a doctor.
The military parade and music did not impress him when he arrived at the royal palace with his wife as his guest. He brought her along not only for emotional support, but because she deserved to see the world outside the mud kingdom she has never left. Willow was sucking in everything. The sights, the smells, and sounds. She was on a adventure and loving it!
It came as nasty surprise when he arrived to learn his youngest newly hatched daughter had snuck into a bag. But the skywings assured she would be safe in the skywing palace hatchery.
The royal palace hall had less gold then he expected approaching the queen. He did not understand how the skywings were the wings of mercy greatest ally and contributer of donations in its support.
But the director was clear he wanted whisper to do this meeting with the skywing queen saying only. "This will be a learning experience for you".
And it would prove true. After it all his respect and understanding of the skywing tribe would grow. He would finally understand why the skywing tribe was his orders greatest supporter. The reason? Queen Ruby, she was a special queen he would hold in high regard alongside queen glory.
She supported foreign doctors after taking rule. A decade later, she still supported it. It also helped that when he checked in on his daughter she told her father the queen checks on them every day and was very nice.
The queens treatment of his halfbreed daughter in the palace hatchery was final act that won his trust. If the skywing tribe in future ever needed his help. He would answer that call.
