
Neb was nobody.
The Democratic Federation of Systems employed numerous methods to spread liberty and democracy across the stars, or at least liberty and democracy as it saw it.
Preferably this was be done without violence, using the consent of the governed and the rule of law to extend its reach and influence, as defined in the Federal Charter. This was the right hand of Federal authority, the one everyone was allowed to know about. Federal marshals, the Bureau of Justice, the Interstellar Navy. It looked better on the newscasts. Made the public feel comfortable.
But then there was the left hand of the Federation. The Department of the Interior, and the Federation's Secret Police. Where the carrot failed, they employed the stick -- misinformation, blackmail, sabotage, slander and, yes, assassination.
This was Neb's purpose.
The dagger of the Republic, Neb's original past has long since been lost from extensive mind-wipes, reprogramming and genetic engineering. Who he was originally is no longer on record. Even his DNA, a mess of constant splicing and restructuring, has no clues as to his species or homeworld. He appears to be some kind of predator, but what kind is anyone's guess. All he was and all that was relevant to the Department of the Interior was that he was the perfect bioengineered assassin and capable of removing what the Law could not.
No matter the target, no matter the circumstances, no matter the location, Neb was able to get close, terminate, and then leave the scene for extraction. Often Neb would be implanted with a complete false identity, made to think he was nothing more than a gardener, a salaryman, or even one of his mark's security detail. Up until he was activated, and his true role took over. Even if he were captured, he'd have no knowledge of anything of consequence. Assuming they managed to take him alive at all; he was mentally conditioned to be fanatically loyal to the Federation and his handlers.
Until, one day, he woke up.
The ghost of a memory broke through his programming, provoking whatever tattered remnants that passed for a soul within him to realise the full extent and horror of his condition.
The command to kill came.
He knew that if he obeyed, then he would be retrieved and his mind wiped again. Indistinct and faint as it was, that would mean losing that stray memory to the reprogramming tank. He would, in effect, die and be reborn anew.
To kill the target would kill himself.
He didn't want to lose himself again to the warm, smothering waters and the cold, unfeeling eyes of his handlers.
Neb refused. He abandoned his post. He went rogue.
Neb has no identity. He has no personality. He is nobody.
But at the same time, Neb understands the true remarkability of his nature.
Because Neb is nobody, Neb could become anybody.
