it's a tattoo. a symbolic reference to the character's slave past.

Hehe, in Ixiah's first RP description I had him as an escaped slave. The story goes, that the slavers found it to be funny and demeaning to put the slave mark around his muzzle rather than the forearm. I just decided to keep it all these years since its a neat little marking and he would be too easy to draw for artists if I didn't do something.
