TLDR; Kio is a young member of otter nobility who's family put him in charge of an island that has got the Zaun/Piltover problem of vermin/woodlander relations. Kio over here gets captured at some point (I can take a good guess how but it technically hasn't been written yet so this is a delicious leak/teaser for things to come) anyways he gets tied up and publicly humiliated and boo'd at, laughed at and jeered at... As you can see.
