Either someone else released it, or there was a sensor in that collar that monitors the dragon's stomach. For what? Probably until whoever programmed it thought whomever was in the dragon's belly was at a point of no return (not necessarily digested, but far enough along that, unless the dragon wanted them out, there would be no chance of saving them).
If the digestion sensor explanation is true, the detaching was probably unintended.
