Its written as Spittl and Spittel in the various sources about the clan so both work.
Featuring yet another rat! Cant have too many really. But just like Grizzle before from Quent Sissilik here will be, and has by now, become my next outfit project. Been busy I have and will be showing the fruits of the crafting! I don't have the war club or staff completed yet but the robe/hood and fur is done.
Besides just wanting to have a Seer to call my own Sissilik here was also perfect to be my Wizard and Druid in Amtgard as Wizard was the class I was going to work on after Warrior. Archer may also be getting some use as the PVC bows are coming along very well but that will likely be a Kobold as Skaven don't use bows. And we cant use slings in Amtgard :( big sad.
But onto Sissy himself! Call him that and he will zap-fry and then eat-eat you! Not the actual leader of clan Spittl, as Warlord Helkeek leads them, Sissilik is likely the only Seer in the comparatively small clan. In le lore (Warhammer Total War) they get mulched by either Lord Skrolk or Ikit Claw for their Warpstone but hey - we never let near End Times stuff rain on our parade too much ^.^. Despite not being the official leader Sissilik is working on fixing that in his favor. Especially after Helkeek managed to beg and praise and bow enough to have him lead a smash and grab of the Lizardman 'ruins' of Axlotl. Turns out they were not ruins at all. And in the ensuing battle Sissilik and the Skink Red Crest Chief that was leading the ambush party got into a sick 1-on-1 melee fight. Not good for the Mage! I am using this battle and event as a little Amtgard writing challenge and will share when its complete but suffice it to say Sissilik ended up better than the Skink - as that hood/shawl thing the Seer is wearing was that Skink - same with the warclub. Sissilik lost his two front fangs for it. But he aint dead-dead!
After this event things, as they tend to be with Skaven, get rather tense as the two highest ranked rats, Helkeek and Sissilik, have a polite disagreement. But using a large amount of Warpstone Helkeek is able to buy a favor from another Seer to send Sissilik back to Skavenblight. Where he will enter the current stories at a later date. Sissilik won't know of most of the current Seers sans the weak-nerd Worm. He was finishing his appretinceship as Worm was entering the Temple for his. And will be quite shocked, and angry, that the weak-fool is not only not dead but has a cushy job as a Warren Master?! While he-he has to march through a sweltering jungle-hell full of lizard-things?!
Surely it'l go well ^.^
Sissilik, in my head, is the most adept Lore of Ruin caster of the Seers introduced so far as well he's been in a warzone for most of his Seer career being forced to be good at it or die. Mormel for example is much better at mental manipulation. Kritch has his Necromancy. Worm is Fire and Shadow. So in a straight casting fight Sissilik would likely win - just not if the others had time to prep to defend against the Lightning and Cracks call-ing. Though Mormels boss-boss will also be a very adept Ruin-er. Perhaps Sissilik and he may lock zap-horns later?!
As said the War Club is a Skink Chiefs that he now uses as his own weapon and his staff there has a secret. As Lustria is full of Lizard-things who just love to shoot honorable-strong Skaven in the back with their poison darts fired from blowguns! And as such all the Skinks Sissilik personally liquified the insides of as well as his clan kill and then wear would have them. Leaving them with an excess of darts and poison. But with the handsome-good rat fangs using a blowgun isn't really something Skaven can do. But then Sissilik had his fangs headbutted out of his head. So saw an opportunity. His magic staff is in two parts. An outer metal pipe that is tied into an inner core. When he sees a good opportunity to shoot a Lizard-thing (or his own Skaven who fail) he simply undoes the rope you can see holding the two parts together, removes the effigy and core, and then has a long blowgun to load darts into and fire. Those Saurus find it hard to dodge the following lightning strike when they are seeing tripple and throwing up!
And if some of his own rats are found dead with darts in their necks? Clearly it was the lizard-things! ;)
As the main idea for him and using Spittl as the clan came from Total Warhammer I also thought of what he would be as like a special Legendary Lord. With most of the normal Grey Seer skill lines;
https://totalwarhammerplanner.com/planner/vanilla3/skv_skaven/wh2_main_skill_node_set_skv_grey_seer_ruin
If curious. But with his Red line skills (those that buff specific units) being changed around a lot. Giving basic melee units poison attacks. Giving ranged units magical attacks. Weapon Teams sniper if they are in jungle (can fire without being seen unless enemies are very close). Elite infantry both poison and magical damage. War Machines gaining magical resistance from stolen Lizardman plaques, and finally War beasts gaining physical resistance from Kroxigor pelts grafted onto them. Not direct damage or speed buffs like the normal buffs but instead buffing offense with debuffs, ways to bypass armor, or extra defenses. Just general thoughts I could be totally off with these.
In addition once he attains lvl 12 he would unlock a special Regiment of Renown - Spittl Spitters. Blackfur, but heavily painted, Skaven who to curry favor with Sissilik removed their front fangs as well to pick up blowguns and halberds to follow him into battle. They would have Stalk and Snipe as well as poison attacks. Being an excellent flanking unit but with low ammo as well as armor. Painted to make a mockery of the Lizardmen and wearing their scales as they charge into flanks to make use of their high offensive stats. But they would quickly crumble in a straight fight with low armor and defenses. They will be instrumental in Sissiliks bid to take Spittl over after he has his Skavenblight vacation. If he survives that long.

I can already see the legendary artefact quest for Scalebane: a host of lizard-things have come to avenge the death of Sotek-scum's chosen warrior. Kill-slay them, sacrifice them to the Horned Rat!
So, what does the foe-thing mantle provide? I'd guess probably an armour buff (it's literally scaly skin), a reduction to Cracks Call cost, minus miscast chance, and maybe a minor increase to his leadership aura?
For the blowstaff and chief club, maybe something like killing enough lizard-things overall to unlock. Probably wouldn't be an actual shooting attack though, but I could totally see a poison magic missile bound spell with, like, three uses or so.

Humm...if anything I'd say missile resistance. Since as a semi squishy wizard hed been a prime target for that. Maybe that and some health. So hes a bit beefier than a generic Grey Seer? With all his war fightin and stuff.
And bound spell is a good idea so hes not an odd ranged auto attacking wizard. And that means it can be made powerful too! Though I'm sure one of Sissiliks quests later one would be to go and melt-kill Helkeek for control over Spittl. Damaging your own clan to prove a point in proper Skaven fashion!
