While he wears an environmental suit that is very clearly quarian inspired, the Lyre(bird) has no issues with removing it if the atmosphere is breathable. A click of the mask, pulling off the helm, and his androgynously beaky face is exposed for all to see. Along with the whistle of his captivating, compelling birdsong and the interior atmosphere of his suit, which may or may not carry gases or a pheromone-like chemical that helps with susceptibility.
It's not hypnosis, he's just got a very pretty voice and you really should listen to it.
