Most likely not, the cost of turning someone into a rat just to be consumed would easily be more than just buying a rat from a pet store. Considering the person thought they were getting a job at a dinosaur park, they're most likely breeding their own rats as a constant food supply for some dinosaurs
In this case, you are correct. Far cheaper to breed rats for feeders.
That said, there was a world I created for a story long ago where transformation into things like rats, chickens, and pack animals was a punishment for prisoners. But that was a world where magic was used to those ends.
