The Dogs of War.

Viers Background story is long. Born as a Human, his mutations lead to the "Demon-Hunter"-Fraction of his Hive Kor - drafting him into the fraction.

Many of those Mutants were drafted, since they often have a high affinity to psionic or telekinetic abilities. Viers mutation granted him the Ability to basically access different "Were-Forms". After basically dying, the mutation saved him - yet he got stuck in the ability that increased by age.

This granted him another rather unique ability to disrupt the abilities of others and even "Supernatural forces". Locking him further into the service, additional to the obvious mutation making him an outcaste between outcasts.

His own master later fell to the influence of demons, ending in Vier fighting and beating him. Even if the betrayal and fight was no fault of Vier, he would be branded a "Dark Justiciar". A shameful titel, designating him as a tool. Not truly being in service to someone - than on a endless crusade to pay for their dark past in dire search for redemption for those deeds.

Those often are thrown against monsters, Demons or enemies that are classified as "nearly or impossible to overcome". Fear those who get old in a proficien where people die young - Vier was the titel "Canis belli" bestown upon. Dogs of war.
Those Dark Justiciars who survive against the odds, being on a endless crusade against the Enemies of Mankind.

Dogs of war because they wear chains. The chains are a symbol, binding them to what they swor - and to their weapon. Also they often are granted the teaching of "Bladedancing". Smething the old Civilisations created as art.
The Chains are used to not just increase the range of the weapon, they're imbettet with runes. Enabling the wielder to influence their movement to a degree. Giving the wielder the ability to use both the Weapon and the chain in a seemingly impossible coordination, moving the way of the blade mid strike in truly weird ways - adding additional layers of coordination and speed to the weapon.

The complete picture of old, warriors with chains firstly created the name... becoming a nickname for those.

On the other hand, they often are harbinger of war. If a Justiciar is send to fight impossible odds against a creature of "evil origin" - this often is a very clear sign ... to what follows.

Giving them the worse reputation... you possible could get. Increasing the level of exclusion.
