This is my latest Vietnam inspired vest. made a few months ago but never uploaded. This one is based entirely off of the M1955, but with various improvements. Like, for one, the inside can open to remove or replace the ballistic panels. The collar is removable, as are the shoulder sling stops, which can be replaced with different shoulder mounts, like shotshell loops or radio pouches.
The inside is black quilted poly/cotton, and the cartridge belt is made from heavy duty scuba webbing.

Sorry, i didn't see the question till now. I would make one for about $200 to $250 depending on size and options (Armor carrier vs. completely non ballistic capable). To make one by hand yourself? Well, unless you have a heavy duty sewing machine I'm not sure that you could make one. Most home sewing machines will choke on the fabric this uses and you'll wind up possibly burning out the motor or stripping gears. To literally hand stitch it though, I suppose its possible, but it would take you a very, very long time.
