Here is an interesting one.

Technically, this is an official Lilo & Stitch character.
However, he is not CONFIRMED or IMPLIED to be Experiment 628.

For context; this character design is a movie-ified version of the character "Scratch" from the Chinese Spin-off show Stitch & Ai. From my understanding, this character is an experiment cloned from Stitch through the use of some Alien Rubik's cube type thing. This show is a separate canon, however, some of the people who worked on the original Lilo & Stitch TV series did also work on this Chinese spin off, because there is also a full English dub.

So, because a designer from the original team likely created this design, I am implementing a version of this character into my own "original universe" headcanon where perhaps, in the original Lilo & Stitch universe (movies + Disney Channel TV show), this could also be Experiment 628, if he were activated. Maybe it's an unused design they never got to show, and they recycled it for the Chinese show! Wouldn't that be crazy.

Either way, his primary function, in this universe would be to encourage Stitch (and other Experiment's) "bad" behaviour, and cause mayhem with them, however I imagine he could be turned over to help fight Leroy had he been activated. Maybe Jumba thought he would cause too much chaos.
