Here's a long-awaited request from 
Nightmare2604 . He's a good buddy and worked VERY hard on this amazing picture.
This is Tommy Fujioka from the anime/manga Hyper Police. He's one of the 4 main-ish characters and all 4 of them are bounty hunters. Tommy is pretty smart at times, but can get down and dirty when need be. Seems it takes it's toll on his poor feet too.
