There is a candy literally called "school chalk" here. I've seen it in Germany and the nordics at least. I dont know if it's a thing in the US, but since it's licorice based I assume not. The US seems to hate licorice. It's a soft chewy center wrapped in a layer of licorice with a hard sugar shell that makes them look and feel like chalk.
