This is Meltach, son of a pair of Andoran bankers. He attended the ancient Magaambya, the oldest centre of magical learning in the world, after undergoing a strange ritual that sealed away the majority of his power and potential, in exchange for rapid progression thereafter.

Exactly why he underwent such a ritual, he doesn't like to say. What matters is it left him small, a scant 4 feet at the shoulder, and bereft of many of the usual abilities a dragon can be expected to have. That said, as he progresses through his studies, he unlocks increasingly more of his old power, and goes from being timid and reserved to more confident and outgoing. After several years, he and his cohort graduate from students to Lore-Speakers, professors and teachers in their own right.
