For Tarkus the lands surrounding his lair are treated almost like a garden. Over the centuries, he has allowed people to settle in the region to provide certain services and deliver the occasional tribute. While the dragon’s laws are absolute - and disobeying them can lead to dire consequences - life in these lands is comparatively comfortable and relatively simple, as long as the draconic overlord’s demands are met.
In fact, under the shadow of his wings, the people enjoy a level of protection and freedom rarely found elsewhere.

Sure, some folk see him as a beast, a tyrant or an indifferent monster and are just waiting for a chance to rid themselves of his rule. But many appreciate and even venerate him. At the very least, encounters with the lord of the land are not uncommon in certain areas.

There’s a particular spot beside a well-traveled road where Tarkus can often be seen slumbering on especially hot summer days.
