This really boils down to two things.
1) Personal preference.
2) Budget.
Character Complexity: Can you describe this character in one reasonable sentence?
Props: How detailed are the items (clothes, accessories, etc), and how precise do they need to be? I have a full guide on Character Complexity: here!
If you can be reasonable and honest with yourself, provide me a budget and I will work with it.
If you only want something basic (nothing wrong with basic) that's totally okay too. Let's work together!
Here's my example of the image above.

Specific details like the eyes, main body, and reins all requested. There is no "base animal" to pull a good idea what general shapes and structure to use. This is a monster.
