Vaults are often known for their bizarre and extreme social experiments that take place inside of them, but generally offered people a safe haven from nuclear devestation, and some are still unknown to this day.
However, Jager seems to have found "Vault 9" on a special expedition... and after bumping into some equipment accidentally and 9 months later, it's pretty clear to Jager just exactly what was going on at "Vault 9." At least the Vault suits are especially tailored for the experiments going on there.
