Yeah, she's fucking with his head (see the fire and demons in the picture?). The only time she would go physical on a kidnapper is if the kid is going to be relocated to another area, rather than having to see the horror of the resulting bloodbath. In this instance, the kidnapper is way out in the middle of nowhere, so it'd be too difficult for Penance to get the girl out of there and into another safe location.
Her primary story will be in the fourth Caterwaul chapter, and it runs for 3 issues. I have a one-shot story featuring just Penance that has been written, but there hasn't been any artwork done on it.
