That article is misleading, it isn't an actual grace period. The guidelines in question says only

The Commission will review these guidelines as soon as this is necessary and at the latest after a period of 12 months, in view of practical experience gained in the application of Article 28(1) of Regulation (EU) 2022/2065 and the pace of technological, societal, and regulatory developments in this area.
And yes, I know about EUid, EU is doing this thing right, they're developing a solution which allows you to verify your age without compromising your privacy before making any laws that require websites to use "strict" age verification measures.
