The T-Virus and Uroboros clashed inside his body when he overdosed on the latter, leading to his enhanced healing capabilities to misfire, and he needed a lot of surgeries and treatments post-RE5 to be able to even just breathe on his own again. He has numerous prosthetics and other medical implants (like a pacemaker) to help him function and the burns never really fully healed even with skin grafts, and that's without mentioning the psychological fuckery. Here he is shown both how he dresses for work and at home (contact lenses at work, normal glasses at home since his vision is now impaired). We can talk about him for hours.
