Resubmitting this one cause I don't have plans to touch on this main story wise so I'll just leave this all here.
Chai-Tian-Terra.
For some personal and story lore I actually made Chai before I ever made my take on Grover, I just never got to him. I was inspired by
Jack_Castiel_Alexsander hot blue eastern noodle. I thought, hey I want a noodle oc and was inspired to commission a mixed fire, earth, and air eastern boy. And So, Chai was born. His full name was at first Chai Terra which if I remember correctly a translation in Chinese for terra converted it to 'Dadi' but I have tried to translate that again to no avail so I may be talking out of my ass or have dementia.
Chai was gonna be a humanoid dragon in my old old Star trek phase III series. I based his race of the singular mention in Star Trek TOS episode "This side of Paradise" where Spock mentioned he met dragons. So, I thought hey, if the ancient Greek gods and the Aztecs where aliens on the show what is to say dragons weren't either for the Chinese and other eastern cultures?
I used to log all the lore and everything down somewhere about the story, but I seem to have lost a good chunk of it. For what I remember Chai is a prince from the Emraldian Heavenly Kingdom. The planet and society are relatively the same as the depiction of heaven in Chinese mythology. Though the Jade emperor is instead Chais father Tianlong. He exists in an older commission here and I hope to commission him more sometime.
In the series the dragons held off their integration into the federation. They thought it showed promise and cooperated around their system yet stayed independent, only engaged in trade. I forgot what name I gave to the species in the original show here so we'll just call em Sylph Sovereigns too.
Their race continually monitored the developments of the Federation through its birth. Usually siding with it when any other power sought their opinion. However, integration between their peoples stalled during the Khitomer Conference when the Federation in their peace negotiations with the Klingons did not press for the liberation of conquered peoples under the Klingon empire.
Now in Star Trek we don't know nor is it explore of how many worlds are claimed by the Klingon Empire, but we are informed from TOS to VOY that the Klingons have conquered many people under their imperial boot. Their government is entirely Klingon and work off a warrior cast techno-feudal system of government.
During the events of the Movie Star Trek the Undiscovered Country the Khitomer conference is successful, its effects are mentioned in TNG, DS9, and VOY. There is no mention of Klingons surrendering or liberating territory but merely ending hostilities and later an alliance. This to the Sylphs was unacceptable and cried out Human-Vulcan centrism in the federation’s diplomatic approach. Therefore, integration was halted in protest. This began an unusual and out of nowhere relationship with the Gorn who kept infrequent communication with Sylphs, for reasons later apparent in the series. Regardless, I hope I have inferred what these people somewhat are in interacting with other people outside their sphere.
Sylphs in this Trek have long lifespans naturally and Chai was born around the early 2300s while his father had been around since the 2100s. Their government is dynastic and meritocratic. The State is synonymous with their culture and faith. Tian is their emperor which is both their spiritual and corporal leader of all sylphs. There is a reverence to authority and a hierarchy that ensures discipline. However, within the system is mobility via merit that is educated and instilled at a young age. If there is one thing to know about these people domestically, their extensive education instills how to be a parent, make friends, become independent, etc. They seek to ensure all Sylphs are highly educated and experience things both on paper and in practice.
They are by this metric authoritarian. There are local democratic functions to their society but that’s it. There is a mandate of heaven that includes the rights and liberties of all, less the people revolt and overthrow of the government. Such things have not occurred in over a million years.
Their technology is more bought and modified than invented at home. They study things extensively to re-engineer to their advantage. As such their independent fleets of ships could have Cardassian, Ferengi, Orion, Klingon, Gorn, or Federation parts modified and amalgamated together during their independence era.
Diplomatic policy with the federation changed during 2367 when the borg began its b-line for earth in the events of TNGs The Best of Both Worlds episodes. There, Tian decided to begin talks about integration. Soon around the late TNG period did full absorption into the federation began.
Now I'm gonna make a post about how the federation, government and society works in my eyes but I will merely say this. I don't like the idea that everyone is some democratic people’s state. Not every culture and environment can sustain such a system of government. Some environments instill a more authoritarian or non-democratic systems of government. I think the Federation operates under a pragmatic contract system:
All species and or their governments agree to follow the basic standards and rules of civilization: The right to expression and consent for themselves and their government. The freedom to leave and enter any planet they please without issue or commerce. The right to engage in dispute with one’s government or society. To be able to peacefully leave the society. That all planets ensure the elimination of poverty, general and heinous crime, war, and established prejudice....
Just to name a few. Basically, there are general rules everyone follows of being a decent person. Otherwise, the Federation could care less if your government is more tribal, anarchic, monarchal, technocratic, democratic, or whatever. If it isn't oppressive, respectful, and agrees to share all things with everyone else in the federation they can join.
On paper this may seem unstable but like the United States and other grand multicultural unions across history. This massive union soon develops an identity of ideas and values that are not tied to race, culture, or deposition. Instead, they are abstract. The Federation in Star Trek has always espoused the concept of doing the right thing with their captains. To be bold and courageous in the face of the unknown. To hold your word and stand your ground. To help people to even your inconvenience and potential danger. Again, I can go way way way deeper into this but I think we will stop here. I think I established what the federation is to you all.
So, the Sylphs join the federation. Yippie! And as a sign of immense commitment Chai joins Starfleet. For his personality in this universe, he's more of a jack of all trade’s prince. He likes to listen, likes to learn, has a confidence and swagger, though in the end seeks to maintain a balance yet unpredictability with people he meets. Before he joins Starfleet, he goes on a round trip tour with his father to all the federation worlds to understand their cultures and perspectives along with just a grander proactive greeting to everyone in the federation which most member nations don’t fully commit to.
He goes into the officer ranks and comes out an ensign. His father Tian positions himself as the President of Sectorals in the Federation councils upper chamber (again, I’ll describe the government system another time). During this period the Cardassian Federation war is in progress until 2370. Tian espouses that DMZ establishment is unacceptable between the two in the considered peace agreements and seeks to defend the continued protection of federation colonies. His group, however, is in the minority and the DMZ is established. Chai is sent into the Cardassian border conflicts and assists in DMZ enforcement for a time. But soon, being exposed to the horrors and oppression of enacting such a treaty, it almost leads to him defecting to the federation colonists. He is only tempered down by his father who threatens secession from the federation if all Sylph Starfleet personnel are not reassigned to another area in the federation. This tension and scandal leads to a demobilization of the DMZ and a state of amnesty to both colonists’ sides for a time. In 2370 the treaty is signed. Another out of nowhere request occurs from the Gorn, requesting a consulate to be built on Emraldia. The Federation and Tian agree as a new form of communication is established between the states.
Tian continues his term in the senate calling for Bajorian independence even after the Cardassian occupation in the 2370s as to his belief:
These oppressed peoples who lived under Cardassian rule for centuries deserve to be independent and strong. Then, if they so please, can join the federation.
Chai at this point is a lieutenant Jr. Grade, working as a engineering officer on smaller transport and science vessels. Eventually he meets a colleague in the command division by the name Victoria Roosevelt, (New name pending?) a human from luna. The two don't have anything other than a platonic relationship but they generally stick together until a command is given to her and she picks him as the chief engineering officer. The ships again are small, escorted by larger ships along the border or alone in the interior of the federation.
Upon Chais premotion to lieutenant and Roosevelt’s lieutenant commander they celebrate on earth and await reassignment when broadcast of the attack on DS9 my Dominion forces starting The Dominion-Federation War. The events of the conflict occur as in the original show with Roosevelt being placed as the captain of many convoys with Chai following along.
The war brings destruction and extensive losses to the federation causing convoy ships needing to be downscaled to older vessels while newer or current models would be sent to the front lines. During one of the convoys an original constitution class was recommissioned with other similarly old ships to send supplies to the 5th fleet near Betazed. In the events of “In the Pale Moonlight” It’s mentioned that the 5th fleet was destroyed while on drill duties. She had to make a choice between reversing to the nearest Starbase or heading to assist in the battle of Betazed.
She hatched a plan, positioning all 6 convoy ships equal distances on the planet. Now landed and emitting their deflector shields to cover the planet. Transportation and landing crafts of enemy forces were stalled. The few dominion forces landed on the planet were now trapped on the planet. Yet, one major negative to this plan was the major electromagnetic interference. As the shields established themselves all electronic equipment became defunct turning the war bloody with physical and mechanical projectile weapons being the only options. A Stalingrad situation occurred on the planet while Roosevelt, in the only modern vessel in the escort, returned back to base with the intention of returning. Chai himself oversaw the teams down on the planet to assist and hold of the remaining dominion forces on the ground. The two would never meet again for the next two years.
The magnetic field caused extensive interference to not just electronics but prevented warp drive in the system. The sky was in constant aroura; the plasma of the shields was rapidly warming the planet. Worst however was the Betazoids themselves were telepathic individuals and the electromagnetic interference caused massive hallucinogenic and perception bending effects on not just Betazoids, but Dominion and Federation aligned forces.
Chai and a Jem’Hadar name Zeki’Terp would in a deadly fight be stricken with a permanent mental link for the rest of the planetary conflict. Able to experience one’s memories and thoughts. This compromised their positions within their respective parties as the two had to leave and fight for themselves. Through time and trial, they would work together, finding a unique common ground. Chai himself would become aware of the life of a Jem’Hadar and the sterile, inhuman development of them. For Zeki’Ter he first experienced a sense of belonging not instilled in him by chemicals or by rhetoric but instead from something emotionally deeper. The two in the conflict would establish a bond as more events like this transpired across the planet.
As Venus-ification continued to occur the front lines started to utterly collapse. Those few Jem’Hadar who defected to the Federation were tempered by telepathy and the unusual environment to not require white. Yet, many would go mad and begin rampages. As the planet deteriorated and the atmosphere clouded, supplies became non-existent. With no ability to be replenished, ending direct fighting as things transitioned into guerrilla warfare. Much of the population of the planet would decline extensively and all aspects of Betazoid civilization would be in ruins.
Eventually the USS Sovereign carrier fleet would arrive after The Battle of Sol and during The final battle for Cardassia. The shield grid would be disabled from orbit via anti-polaron beam and mass evacuations would be underway.
For Roosevelt during the two years, she was reassigned to other convoy duties as Starfleet command couldn’t now invest in the retaking of Betazed, multiple fronts were under attack and the first fleet was securing the exposed space between Betazed and Vulcan. This alone caused an uproar in the federation council. Tian, at this moment would establish direct contact with the Gorn Hegemony and establish a dialog to bring them into the conflict. The plan was made on unofficial channels and confirmed.
The Romulans would of course enter the war within the week of the communication between Tian and the Gorn. Regardless the plan to begin talks and gather more allies remained paramount.
Roosevelt would be sent to convoy near Gorn space to supply Klingon vessels. They would be attacked and captured by the Gorn with all Klingon ships destroyed and the federation escorts taken hostage. A tense negotiation between the Gorn leadership and her crew occurred where they demanded the Federation to end their alliance with the Klingon Empire after the war for them to engage in the current conflict on the side of the federation. Refusal would mean the execution of Roosevelts crew. With the Federation council in secret deliberation, Tian convincing multiple members to his side. This, along with recent reports of Romulan engagements showing horrible strategy, they decided to take the offer. The Enterprise E would retrieve the hostages, and two separate treaties were established. One detailing the Gorns introduction to the war in favor of grander trade and resource opportunities and the other the dissolvement of the Federation Klingon Alliance.
I could go way deeper here but I will leave it there.
The Jem’Hadar that sided with the federation would be given amnesty to the immense offence to The Dominion, killing all future dialogue with them for the next 30 years. Roosevelt by this time had climbed the ranks to the point of Captain quartermaster general of Starfleet while Chai would be promoted to commander.
The Post-Dominion War Alpha Quadrant would be put in chaos. 900 billion were dead and over 30 federation member worlds were destroyed. Cardassia entered a state of anarchy with its remaining empire now dissolved. They became severely weakened and the reforms of Worf and Martok encountered extreme resistance to the point of total civil war. Worse was the sudden end of the Federation-Klingon Alliance and the Gorns declaration of war against the Klingons in their state of civil war.
Ferenginar would enter a state of economic collapse from the war causing extensive damage to investment confidence and the devaluing of latinum. Added on was the socialized reforms of the cooperate leading to riots and mass bank runs.
The post-scarcity economy of the Federation would cease to exist in the areas affected by the war. Betazed was considered uninhabitable and in need of terraforming. The Federation government was reeling from The Earth attack that had killed the president, a majority of the admiralty, and some members of the federation council. Elections were in order for the president and vice president as tensions between Tian backed Cosmopolitans and establishment parties caused a split vote in both chambers. Five rounds of voting and the council couldn’t elect an executive. The council was dissolved, and new wider elections took effect as Starfleet canceled all exploratory functions in name of humanitarian efforts and border patrol.
While there is much bleakness at the end there is hope of Romulan Vulcan integration. Bajor is expanding and has settled itself a growing power. The Borg will soon be decimated by the crew of Voyager and tales of independent Jem’Hadar have reached into dominion space while Odo tempers the founders fears as they reel from the war.
For Chaitian himself I wish I could describe him more, but I want to dose you with small tid-bits. For some last notes I’d say he’s a more casual and open person around people in the lower ranks than above. If he can mesh well with a superior it will be a close, He has his own code and standards instilled from a young age on top of the Starfleet’s general rules and conduct. He doesn’t leave a person behind, even their corpse if it’s still there. He, as a commander and later captain, does regular checkups with senior staff and those below to ensure all are taken care of. Due to the Federations robust society much of the trauma is rather resolved though of course effects how we acts in command. He hides what sternness behind a layer of charisma and compassion, though he is more than perfectly happy to drop it all and instill a sense of fear in the enemy. And I do find it cute to make him and Zeki’Ter somewhat of a thing, but I am unsure still.
For his uniform in the image, it’s what I imagined him being as a rear admiral. Roosevelts reforms Starfleet later down the line as gold is back as the command color, with new color divisions are added as well. The Enterprise insignia is discarded in favor of bringing back the diversity of each ship having their symbol as depicted back in TOS. Also along with that it's armored now to actually handle a couple of hits. I think for now this is just a proto-type concept I don't think it needs to be that sexy. The insignia there is just command symbol. And the rank of rear admiral is the same in the [color=goldTOS[/color] series.
For Chai as a high-ranking admiral down the line: I am either thinking he heads the expanded DS9. Now renamed citadel as the last Federation administrator before handing over to Bajorian hands or is Captain of USS Sovereign. For why he is there, well, as talked before, Starfleet is more humanitarian and security as the Alpha and Beta Quadrants rapidly change. And there is more and more to come.
I think that’s all I can tease. I appreciate any comments or questions.
Woah this took forever to write. I had this mainly down Sunday, but school came back and sucked the energy out of me. Hope you enjoyed this, and I appreciate any conversation from this. From here on out there is gonna just be a flood of sfw related to the other universe with Grover. All this here is my first work before anything related to my gryph boy and the rest. So, there ya have it.
Piece was drawn up by my very close friend Jellofox and colored by another good friend here
greenesthams Thank you to all of them!
Ahhhh I love my boy here so much! Eeee!

Considerations
I think that’s all I can tease. I appreciate any comments or questions.
Woah this took forever to write. I had this mainly down Sunday, but school came back and sucked the energy out of me. Hope you enjoyed this, and I appreciate any conversation from this. From here on out there is gonna just be a flood of sfw related to the other universe with Grover. All this here is my first work before anything related to my gryph boy and the rest. So, there ya have it.
Piece was drawn up by my very close friend Jellofox and colored by another good friend here

Ahhhh I love my boy here so much! Eeee!
