It depends what parameters you're using for "resistance". Do they like their oppressors? Absolutely not. Are they capable, however, of organizing and presenting a united effort to shortstall the agendas of the ambitious Governors who rule over a full third of their traditional territory? No. They're a weak people in the grand scheme of international relations dictated by hard political power.
