They wanted a super muscular Buneary. Well, the original idea they had was with its evolved form, Lopunny. But remembering that Buneary has the lowest base Friendship stat of any Pokemon made the switch to Buneary.
I'd also realised that out of all the Pokemon OCs I'd drawn, not once had I done a flat out villain.

Many people forget that Bunearies have a bit of a temper, but there's no mistaking that Ragna here definitely has a LOT of rage.
A Buneary's Base Friendship stat is low enough as is. So, you can imagine that an already problematic stat is made worse with having a Primeape for a father. Says it runs in the family.
Even in her adult years, Ragna remains a Buneary due to what we've established with her Friendship stat. As such, she's turned to a life of crime. While she has abundant strength, her intellect is quite lacking and she's not much of a talker. At least, not with her mouth. Unless you count roars and growls.
Buneary belongs to Nintendo and the Pokemon Company.
Ragna belongs to the anonymous and me.
