Low ranked soldiers within the Merc Agency aren't permitted to have weapons. That luxury is only for those higher than a recruit, one being the Meteor Merc! They are often found within a group of recruits as a form of defense for them. Meteor Mercs are sent out to guard high value targets or lead escorts safety around the city. The staff they wield works as a conduit for the radioactive meteors the MERC agency collects. This allows a Meteor Merc to fire radioactive beams at their enemies, which causing their energy to be completely sapped from them. Though overuse can render the Meteor Merc's staff ineffective.
