Just like the title says Karda is a Time Patroller from Universe 9 just like the Trio De Dangers.

He helps the Time Patrollers in Universe 7 since it seems to be a major linchpin with everything in the Dragon Ball Multiverse.

A strong warrior, with a good heart, who focuses on using beam attacks but knows how to throw a good punch when needing too. Also will incorporate a few odd moves like submission holds and suplexes when dealing with some enemies.

Karda mostly helps out with small time distortions but now and then will be called in to fix the occasional major time change. Though he has been reprimanded a few times by the Supreme Kai of Time and few times for going quote "Too Overboard," but he only does so in order to do what is right.
